Terry Pratchett (or rather, De Worde senior). In "The Truth". How can you need to look such things up?
Well sure, it appears there, but I'm pretty sure it wasn't Pratchett's invention. Here are some quotes by Mark Twain, and the second one is almost exactly the same as the one in Pratchett's "The Truth." And barring time travel, I don't think Twain stole it from Pratchett.
